Whereas, In an Act passed by the Legislative Assembly of Utah Territory, and approved February 5th, 1852 ... office of Lieutenant General is created to have command of the Nauvoo Legion, which will compromise all the Militia of said Territory ... I have hereunto set my hand and caused Seal of said Territory ... this twelfth day of March, in the year one thousand eight hundred and fifty-two .
