In the House of Representatives, November 24, 1776 : Whereas the resolve of the Court of the nineteenth of October last, so far as relates to the additional encouragement to the non-commissioned officers and soldiers, has been found to be attended with inconveniences, and the mode of the said encouragement has been disapproved by Congress .
