By His Excellency Thomas Chittenden, Esq. ... a proclamation : Whereas the General Court of the commonwealth of Massachusetts, by their act of the fourth of February instant, declared that a horrid and wicked rebellion did exist in said commonwealth, and that Daniel Shays [and 3 others] ... were the principal aidents and abettors of said rebellion ...
