By the Honourable John Penn, Esquire, governor and commander in chief of the province of Pennsylvania, and counties of New-Castle, Kent and Suffex, on Delaware, a proclamation : Whereas I have received information that His Excellency the Earl of Dunmore, governor-general ... of Virginia, hath lately issued a very extraordinary proclamation ... Given ... at Philadelphia, the twelfth day of October, in the year of our Lord one thousand seven hundred and seventy-four .

October 12, 1774 Proclamation of Pennsylvania Governor John Penn which responded to a proclamation from Virginia claiming that Pennsylvania was encroaching on its lands. This proclamation by Governor Penn claimed those western lands were within Pennsylvania.
