State of North-Carolina. In Convention, November 23, 1789 : Resolved, unanimously, that it be recommended and enjoined on the representatives of this state in Congress assembled, to make application to Congress and endeavour to obtain the following amendments to the Constitution for the future government of the United States .

Lee Roy Kramer, Speaker House of Delegates : It affords me pleasure to transmit for the action of Legislature, a communication of the Secretary of State of the United States, accompanied by a resolution adopted by Congress, "submitting to the Legislature of the several States a proposition to amend the Constitution of the United States."
