By His Excellency Jonathan Trumbull, Esquire, governor and commander in chief in and over the state of Connecticut. A proclamation : Whereas the legislature of this state, by their resolutions passed at their sessions holden at New-Haven, on the second Thursday of October last, did declare, that this state has the undoubted and exclusive right of jurisdiction and pre-emption to all the lands lying west of the state of Pennsylvania and east of the Missisippi .
