Office of Commissary General of Prisoners, Washington, November 30th, 1813 : Sir, by an act of Congress, passed on the 2d day of August last, it has been provided, that a bounty of twenty five dollars be paid to the owners, officers and crews of private armed vessels of the United States, commissioned as letters-of-marque, for every prisoner of war by them captured, brought in, and delivered at a port in the United States .
