State of Massachusetts-Bay. In the House of Representatives, August 11, 1777 : Whereas it has been represented, that some of the powder manufactured at the several powder mills in this state, has proved defective .
August 11, 1777 Resolutions regarding the sale and manufacture of defective powder, specifically directing manufacturers to reimburse the towns for defective gunpowder, and authorizing the selectmen to apply for quotas of imported powder.
