Description
Summary:Governor John Letcher's communication and supplemental communication regarding the military and naval preparations for the defense of Virginia. Included were a number of appendices, which consisted of reports from numerous sources, one of which was General Robert E. Lee, about these issues. Of note, in the supplemental report, the governor requested that the Convention take legislative action against those businesses who were extorting the population with highly inflated prices. The governor also expressed concern that most volunteers' terms of military service would end in April to May, 1862; he requested action to ensure a proper army until independence was recognized.
