"The selection of material in these programmes is determined by the desire to reproduce as economically and manageably as possible the most significant historical material for the period. The broad dates chosen, about 1540-about 1680, conform with most of the other Harvester Microform editions of documents from the early modern era ... Volumes of which a substantial part is outside the above dates are excluded ... Volumes are also excluded if they are: 1) concerned primarily with the history of continental Europe or other parts of the World; 2) concerned with British history, but are of less significance for public affairs ... In particular the Thurloe Manuscripts, Rawlinson A Volumes 1-67, very large parts of which have been printed in the Thurloe State Papers, have been excluded." Cf. Editor's note, reel 1.
